It will usually delete files that have been sent to the trash rather than actually deleted.
In order to prevent CCleaner deleting files you don't want deleted (Cookies, etc.), then uncheck the boxes beside what you don't want deleted. Remember there are other stuff under the "Applications" tab.

I don't quite get what you are trying to say, but are you saying can you delete the unneeded language files? You can delete the "lang" folder in the CCleaner directory (C:\Program Files\CCleaner), and it will have no effect on CCleaner except the fact you only have English to choose from. The English language file is not in the "lang" folder. However, you won't get much space back.
