It is very unlikely that the "internet" in its entirety could ever be shut down entirely; At least not by us anyway. The only way I can fathom the internet ever being shutdown completely would be via some sort of enormous global electromagnetic pulse (EMP). Nuclear blasts create enormous electromagnetic pulses...but if there were that many nuclear bombs being dropped to shutdown the net via EMP, we are pretty much screwed. However, if our sun had a bad enough solar flare directed towards earth, the EMI from the flare could knock out EMP sensitive equipment worldwide. I am not 100%, but I think although we might suffer from effects of radiation poisoning to some degree, we would live through such an event...and we would just rebuild...so the internet would return.

Shutdown -1 is not a correct command for shutting down. Open a command line... Start >> Run... >> cmd >> ENTER Then type: shutdown /h (shutdown) shutdown /r (restart) shutdown /l (log off) shutdown /? (more info on shutdown)
Technically you could by using Denial of Service attacks at root servers but it is extremely improbable.
