You open a photo taking programme and you can take photos or video. You can also use the webcam on Internet if you have Adobe Flash Player. But, to do all these, of course you need to have the driver installed.
click on the icon that looks like a webcam next to the display photo and then you will be on webcam
Applications>Photo Booth. The Photo Booth app will allow you to take pictures and gives the option to use filters also.

If you mean take one then if you have a webcam next to the status it has a button that says Upload photo there you can upload a video or picture or use your webcam to take it on the spot. Or for the profile picture you gotta go to change profile picture upload or choose from photos and there you have it.
