May be the driver needs to be updated as well. There could be numerous causes including the fact that the new card may not be compatible.

Make sure the new video card is compatible with the motherboard. Check on the device manager and check for yellow signs on the video card if its yellow try to update the driver if that does not work try uninstalling the video driver and restart the computer. the computer should find the new hardware when you turn it on. Try reinstalling any software that came with the new video card.

if the PC hangs do a "msconfig" to see what programs are running at start-up or check what programs are currently running. maybe the new video card is eating up all the memory.
