Not by itself. You also need 2 different pieces of metal (e.g. copper & zinc) for the electrodes to make it into a battery. The voltage you get will be different for different combinations of metals.However the internal resistance of such homemade batteries is high compared to factory manufactured batteries, so the current they can deliver will be small too. This makes them generally somewhat impractical for any real purpose.
