This is an issue with dvdrom in the xbox. The drive will likely have to be replaced. Try cleaning the dirve first. Walmart has cdrom and dvdrom cleaning disks for a cheap price. Insert it into the drive and allow it to cycle. There is audio content on the disk so if it plays, the drive should still be good. If not, and it rejects it, Replace the drive. Go on line to xboxguru.com and see if they have a replacement drive. The average 50 to 75 bucks.
There would be no point in making a consumer DVD burning drive that cannot read discs like a regular drive.
