Officially, you need a building permit for a kitchen remodel.
Building inspectors drive daily around the city inspecting jobsites. During these drives if they notice any contruction going on that they are not familiar with they will stop and ask for permits. If caught without one, they will give you a Stop Notice(until permit is approved), possibly a fine on top of permit fees and usually will be tougher on you during inspections.
