No - cinnamon stick will give the cinnamon flavour. Powdered cinnamon will do as well (between 1/2 and 1 teaspoon) but when you pour the syrup over the baklava the powdered cinnamon will remain on the surface -it's not critical and won't effect flavour or 'mouth feel' but the appearance will be slightly different.
Powdered cinnamon is more readily available than cinnamon quills.

Most Baklava is made by adding the honey as part of a cooked syrup on top after the main part has been baked. So, you would have to know if the effect of cooking the syrup on a stove top has the same effect on you as baked honey. I guess it would be possible to make your own without cooking the syrup although it wouldn't be quite as good. ..that is, assuming that raw honey does not affect you in the same way.

Alternatively, you can also infuse cinnamon flavor into a simple syrup and then dip breadsticks or pretzel rods into the syrup before baking them in the oven until they are crispy.

Add sugar or honey (or even maple syrup) for sweetness... If you want special flavours in your rice milk (like vanilla or cinnamon) add a stick of vanilla in with the rice to leave overnight, or a cinnamon stick.
One cinnamon stick is delicious in a hearty lentil soup. Add a cinnamon stick to coffee or tea with honey. Add a whole cinnamon stick as rice boils which creates a nice flavor. Cinnamon sticks make good flavored water. Bring the water to a boil and add a slice of orange. This makes a delicious drink. Also, add one cinnamon stick to beef or chicken curries.
