Once that is done, there are various products such as Naval Jelly which I have used with some success. The primary ingredient is Phosphoric Acid, and must be treated with extreme caution. Spatters to the skin should be washed immediately, and eyes must be well protected, with at a minimum safety glasses, but preferably, a face mask. There no particular fumes to worry about. Paint it on, and wait for a few moments. When the phosphoric acid reacts with the rust, iron phosphate is formed, which is black. Presuming you only have surface rust, a couple of applications (5-10 minutes, READ the instructions!) It is safer to try a few short treatments than to leave it on too long, it will start attacking the iron. You can leave it, if you want, but I think a repainting with a good quality rust paint should do the trick
