"The Untouchables" were not gangsters. They were Federal Agents, led by Elliot Ness in Chicago during "Prohibition". The term "Untouchables" was a phrase labeled to them because the could not be bribed or coerced to look the other way while gangsters and especially, Al Capone continued bootlegging and running the Chicago Mob.

At that time the cops,politicians,mayors,business owners were all, or nearly all, crooked and accepted bribes from the gangsters to continue selling illegal booze and running rackets.
