What is the definition of a victimless crime?
It is a crime where there is no apparent victim and no apparent pain or injury. This class of crime usually involves only consenting adults in activities such as Prostitution, Sodomy, and Gamingwhere the acts are not public, no one is harmed, and no one complains of the activities.
Some groups advocate legalizing victimless crimes by removing these acts from the law books. Other critics complain that there is no such thing as a victimless crime; whenever one of these crimes is committed but goes unpunished, individual mores, societal values, and the Rule of Law are undermined or compromised, rendering society itself the victim.
Victimless crimes are acts defined by governments as illegal though they harm, at most, only the person committing them. This list is limited to those currently defined by an existing government as illegal:

A victimless crime is a term applied to a crime which generally has no direct victim, (e.g.: as in the crime of illegal possession of drugs). Victimless crimes must be truly victimless. In many ways, a false statement offense is considered a victimless crime, but in which, society at large becomes the victim. The victim, for purposes of a victimless crime, is the societal interest that has been harmed.
Crimes which don't harm anyone excluding, possibly, yourself. Doin' drugs is a pretty good example of this.
Because even if there is not an individual complainant, there is ALWAYS a 'victim," even if that 'victim' happens to be society and the fabric of the social network.
