In Homer's romantic poem The Odyssey, Ulysses was provided with the means to build a raft by the sea-nymph Calypso. We are then simply told that when in sight of land a storm arose. It is not specified if this is supposed to be directly at the hands of one of the Gods or not.
In Greek mythology Poseidon was the god of the sea and Aeolus the god of wind. It is unlikely that Aeolus was responsible for he had already met Ulysses previously and aided him. So ifanyone was responsible it was likely Poseidon but I do not think that this is actually implied.

The god who raises a storm and destroys Odysseus's raft is Poseidon, the god of the sea and earthquakes in Greek mythology. Poseidon holds a grudge against Odysseus for blinding his son, the cyclops Polyphemus, and seeks to make his journey home as difficult as possible.
A storm approached, and would not let him approach the shores. Ino, gives Odysseus her veil to protect him. Odysseus stays on his raft. Eventually the storm destroys his raft, and throws Odysseus into the shoals, almost killing him, but luckily he misses the rocks. Odysseus asks a river god for help who helps push him upstream and onto the shores of Scheria.

Poseidon
In the Iliad and the Odyssey, Odysseus' ship is destroyed multiple times. One time the sea monster Charybdis destroys his ship in a whirlpool and drowns the rest of his men. Also, Zeus made a storm to destroy his ship because the crew had angered Helios. Another time, Poseidon destroyed his raft. There are also many other times where Odysseus' ship was not harmed, but other ships in his fleet had suffered damage.
When Odysseus leaves Calypso's island, he is granted permission by the goddess after being held captive for seven years. She provides him with materials to build a raft, and he sets sail for home. However, Poseidon, angered by Odysseus, creates a storm that destroys his raft, and he nearly drowns before being rescued by the sea nymph Ino. Eventually, he reaches the shores of the Phaeacians, where he receives further help on his journey back to Ithaca.
