very common name in Romania. - yes... in romanian it means "the russian" but usually people with that name where mistaken for Ukrainians passing through the border usually from the Carpatian mountain area (Ardeal) and Bucovina __-------_-----------------_------------------------

Although the Russian Ukrainian version of the answer does only answer in an undocumented fashion playing with suppositions I must ad some of my researches recently found. The origins of this name seem to date back to the times where Latin language was spoken within the actual Romanian territory more over the recent regions of Transylvania and Moldavia. In Latin rus translates , "country side, owning a piece of land" etc. The first historical documentation of the name rus name is appearing in 1300,s of a village located in the upper side of Transylvanian river Somes still named today "Satul Rus" (rus village) Numerous Rusu's family names have been found as well documented in National Romanian archives carried by higher class aristocratic called "Boieri" . Such Nobel titles would have never given to foreigners on the land such as Ukrainian board crusaders and have been usually heritage from ancestors therefore some potential Russian- Ukrainians origins of the name are purely coincidental.
