People in California don't dress any differently than most people in America. It does get quite hot in Southern California, so many wear t-shirts and jeans/shorts. As for in the mountains and northern California it gets cold in the winter. I suggest a warm jacket/coat or long underwear. Often times the weather does not match the season. It can be scorching in the winter. In certain areas the weather may seem unlikely, but is normal. As Mark Twain said, "The coldest winter I ever spent was a summer in San Francisco." August is their coldest month.
