What did Mark Twain mean when he wrote to a friend I am sorry but I haven't the time to write you a short letter so I am instead writing you a long letter?

Twain is saying that---paradoxically or counterintuitively--it can take more time and effort to write briefly and succinctly than to be long-winded and rambling.

Why is the turning point of the novel considered to be when Huck chooses to go to hell?

I think it's because up to that point, Huck has been trying to fit himself into this world that doesn't make sense to him. Upstanding members of the community, "The Quality," are morally self-righteous while they also own slaves. They pay attention to the small stuff (manners, social formalities), while ignoring the big stuff (treating other human beings as property). When Huck decided to go to hell, he is formally renouncing this nonsensical reality for his own reality, even if it means personal strife. He has just made a huge sacrifice (going to hell) for his own personal integrity. He has, in a sense, become his own man with this decision.

What hoaxes did Mark Twain devise?

He devised several hoaxes in this stories - Tom Sawyers death and his subsequent funeral, the two old thespians that bilked a town with their promise to put on a Shakespearian play, the loading of the jumping frog with lead shot, and episodes in the Connecticut Yankee that involved tricking Merlin.

In real life, there is some thought that he and his fellow telegraphers perpetrated the Great Airship hoax late in the 1890s. They would "report" seeing a dirigible overhead in various locations that would have had to travel at supersonic speeds to account for the short times and great distances between sightings.

An almost hoax happened on one of his frequent sea trips. A young lady sprained her ankle. As a recent recipient of an honorary doctorate in London, he rushed to help her as a "Doctor" and see her unclad leg (this was racy in the early years of the 20th century). He was foiled though, beaten out by a Doctor of Divinity and several PHDs.
