Answer
Until recent times (with the introduction of, eg woodland cemeteries) all cemeteries and churchyards were consecrated ground. This means that the ground was set aside as special for the departed, through prayer and asking for God's blessing. However, Jehovah's Witnesses are not regarded as a Christian denomination by the churches as they deny the divinity of Christ. Therefore it has always been regarded as inappropriate for their grounds to be consecrated in the same way as Christian burial sites, so no Kingdom Halls have burial grounds associated with them.
