Generally, the key to weight loss is eating less calories than you burn, although it is possible to lose weight by calorie cutting alone. An important thing to consider is by cutting 500 calories a day you could lose 1.5 lbs. a week, no matter your calories per day. If your body is used to only having 1200 calories a day, then by having the same diet you're not going to lose the weight. If the usual diet is say 3000 calories a day, then more than likely you will lose weight by eating 1200 calories a day. If you go about trying to lose weight this way, it will take much longer than exercising and dieting. Another important thing to consider is what you're eating for those 1200 calories. You can really eat a lot if you choose nutritional foods. For instance, oatmeal and a banana with peanut butter on the side for breakfast. (around 350 calories if you get the oatmeal with less sugar) The oatmeal will keep you satisfied until lunch and the banana with peanut butter has quite a bit of fiber and protein which is also going to keep you satiated. Another great bit of advice I have received is not to drink your calories. Stick to water, or maybe Diet Soda. If you can't stand water, try mixing in some Crystal Light, there are tons of flavors, and I especially like the fruit punch. Don't skip meals to lose weight... you might lose weight at first, but then it will come back very quickly. In my opinion, even if you hate to exercise, tap your fingers, take a short walk, chew gum all day, anything to get the blood pumping will increase your chances of losing weight and keep it off.

Good luck and don't be discouraged. Weight loss takes time, patience, and commitment. You didn't put the weight on in a year and your not going to lose it that fast either.
