15 =/= 1, you're going to need to give this question more context. If you're into subtractive carb counting, you can take total carbs and subtract fiber for 'net' carbs. The theory is that fiber doesn't 'count' as a carb because the body can not break it down. 15 total - 14 fiber = 1 net carb

I am not sure about the low in carb part but those with higher complex carbohydrates - like the ones you find in other fiber rich healthy foods like fruits and vegetables, are whole wheat varieties and pastas with high fiber content- you just need to check the nutrition content in the supermarket. I wouldn't worry too much about the carb content of pasta, as long as you eat moderately pasta is a great nutritious food with plenty of nutrients.
