Eating nothing at all will make you die faster, because then you would have no food or water. Celery is food and since it is a vegetable it also has water in it. Bout a week without water then you are dead and about a month without food you are dead. On celery you may probably live for a while. But you won't live to long since you still need other essential vitamins and minerals to survive plus it has no protein and living things need protein to survive.

There's no such thing as negative calories. However, I once read somewhere, that celery has so few calories, and chewing it is such hard work, that you can actually burn more calories eating it (if you eat it raw) than it has in it, so in that sense, eating celery would result in a net negative caloric intake.

In order to lose one pound, you need to burn about 3000-3500 calories. So yes, if you eat nothing BUT celery you will lose weight.
