The distinction I like to make is that a Victim is someone who was targeted by a perpetrator (note Latin etymology-a person sacrificed), whereas a Casualty results from an accident - i.e not targeted (again etymology is an accident):
thus someone can be a Victim of a crime, whether physically hurt or not, but would be a Casualty in, for example, a train crash.

The correct military definition of "casualty" is in fact "loss by wounds, death, desertion, etc", perhaps even broader than might at first have been imagined, but having established what a "casualty" is, how do you go about tracing one, and the date and circumstances under which they became a "casualty" ?
