Situation dependent. New York has some unique laws pertaining to this. If it's for commercial use (business purposes) and has a Gross Vehicle Weight Rating in excess of 18,000 lbs., a CDL is required - Class C for vehicles ranging from 18,001 lbs. GVWR, Class B for vehicles with a GVWR of 26,001 lbs. and above.

However, for personal use (such as a U-Haul to move your own household goods to a new house), you do not.
