Well, seeing that there are 6mm in a 1/4 inch, 38 mm would be the equivalent of 1 and 1/2 inches with 2 mm left over or 1 and 14/24 inches....I could probably come up with a tidier fraction, but I'm honestly too tired right now. Sorry. I hope what I did come up with not only answers your question, but allows you to easily figure it out yourself in the future.

To convert mm to ", divide by 25.4 (38/25.4mm = 1.49") inches)
To convert " to mm, multiply by 25.4 (1.49"x25.4 = 37.9mm)
