Yes. I thoroughly believe that it can and will happen. Shikamaru and Temari are: a) Always together in the manga (especially in Shippuden). b) Seem to be spending a lot of time together. c) Most of that time is spent getting pissed at people who ask if they're on dates. d) and so on.
