This depends on who you ask and how you define 'paranormal'.

Many people might tell you that 'para-celebrities' , namely anyone who has a television show or internet presence is a paranormal expert. Others might claim that amateur ghost-hunters are experts.

If you presume that credentials and experience dictate expertise, then the best answer is that parapsychologists are paranormal experts. Then again, 'paranormal' extends beyond the areas of Extrasensory Perception and Psychokinesis studied by Parapsychology research in formal settings.

For example, Ufology is considered by many as 'paranormal'. So those who study UFOs might be considered 'experts' as well.

Generally, anyone claiming expertise should have more to offer than beliefs.

They should be able to explain why what they say makes sense, beyond vague claims such as "there's a theory out there.." They should be able to validate such statements with concrete evidence or proofs or at least well-constructed and logical theory based on established related fact-based theories.
