This was a catch-all term applied by the then INS ( Immigration and naturalization service) for aliens ( human, not outer-space hailing from countries that were either at war with, or considered hostile to, the United States. This should be carefully distinguished from refugees from political violence and so-called D.P."s or displaced persons. Enemy Alien has a negative cast, and these folks could be held in protective custody or deported. Applied to Germans and Austrians in World War I, Germans, Japanese, and Itallians in War II, and Russians at various times in the cold war .
