Well, that depends on what you mean. Most of the surface of our planet is water, and there is water in space. Far, far more than on earth. Can we use all of it up... unlikely, since we would die before getting to the last drop/ice crystal. However, if you mean could we get to the point where we didn't have enough drinkable water to provide for everyone who needs to drink on the planet... yes, we could definitely get to that point, and are in danger of it in certain areas.
