Most probably yes!
If you have a very old and valuable bottle of whiskey, it may no longer be fit for consumption but it is still likely to have appeal to collectors due to its extreme rarity.
It might be a good idea to take it to a special auction adviser or antiques dealer. These can usually be found in the top auction houses such as Christie's or Sothebies if you're in the Uk, but both auction houses still have prominent places in the USA. They do send experts around each nation to make valuations for upcoming specialist auctions so you don't need to necessarily be in London or New York.
Before you contact them, it might be a good idea to photograph in detail all around the bottle in order to send images should they request them, for feedback faster.
Call them and inquire with as much detail as possible. It might be worthwhile searching their past catalogs of specialist auctions to see what prices similar bottles have achieved.
Alternatively or as well as contacting the auctioneers, you could try and contact the whiskey company if they still exist. They might have a valuation for you, or an interest in buying it themselves. If you meant Johnny Walker Whiskey, it's now owned by drinks giant corporation Diageo. Although Johnny Walker only came into being in it's current form in the 1820s; there may be a connection, it's unlikely, but it's possible.
A bottle of 28 year old whiskey is different then a bottle of whiskey that is 28 years old. The aging process ends when it enters a glass bottle. Once it is removed from the cask it's value and quality is set and unlike a wine it won't improve with age.
Probably around $300

In 1987 8 bottles were recovered and sold for a total of £4000 - so at 1987 prices 1 bottle is £500 - but as they are just about to re-make the film Whiskey Galore I guess the value could be double that.
