There are different types, some have simplified scales. a type used by motorists and garage men to check battery electrolyte balance ( which was done with the motor switched off)- worked on the same principle but had four small sized balls. if all four balls went to the top of the sight glass, it would indicated the battery was fully charged- or more accurately the water density was that prescribed for a fully charged battery .( this test was conducted with the engine not running, so it does not run the battery down, so to speak. There are all kinds of Hydrometers. I can imagine specialized ones were used in the Battery room of Submarines- an all-important function.
