Brew them into what? You could steep them in water overnight. You'd get a nasty piney-tasting tea-ish beverage from it, but if that's what you want, there you have it. If you prefer a nasty piney-tasting alcoholic beverage (gin), that's not done by brewing, it's done by putting juniper berries in the distillation column. I'm not going to go into detail about that because if it's legal for you to do so, you shouldn't have any trouble finding out how.
It has no Official state beverage but it does have a State Fruit so try some Apple juice.
None. Gas content varies from one formulation to another because customers prefer them that way. If you like lower carbonation drinks just shake your beverage a little so that CO2 separates until it reaches the concentration you prefer.
