You can buy powdered orange juice, which I think might work? (Never tried it personally!) I only know it exist, because it comes in some ration packs!
Actually you shouldn't add water at all apparently. The best way to liquefy the powdered colours is to use gin or vodka, the alchohol will evaporate as the icing sets.
