If you move the material near the negative acetate strip and they repel each other, the material negatively charged. If they move towards each other, it is positively charged.

If you move the material near the positive rod and they attract, the material is negatively charged. If they repel, it is positively charged.

This is because opposite charges attract and same charges repel.
