mph is miles per hour for anything. What may confuse you is that the winds inside a Hurrican can be blowing 120mph but the EYE of the hurricane is slowly moving ahead at 12mph. Sometimes they express speed, espeically for naval applicartions, in Knots. Knots is a term for Nautical Miles per Hour and is a little faster than MPH. So, yes you could outrun a hurrican if you were driving a car IF you didn't get blown off the road by rotating winds.
