There has never been a tornado name Sheila as tornadoes are not given names like hurricanes are. The name Sheila is included on the list of tropical cyclones (generic for hurricanes, typhoons, etc.) in the area of Fiji and was used once, but the storm only reached equivalent to tropical storm intensity.

There have been tornadoes reported in all 50 states in the United States in the year 1950. While some states have a higher frequency of tornadoes, it is possible for tornadoes to occur in any state under the right conditions.
There have been three tornadoes in Davenport Iowa since records began in 1950.
