The question is somewhat flawed. Isoelectric means when two different atoms possess the same electron configuration - i.e. one has to be an ion. As an arbitrary example, H- and He would both be 1s2, and isoelectric.

Sulfur and oxygen are not isoelectric, sulfur has a whole extra shell of electrons.

If you simply mean, is SO2 a charge molecule? Then no, there is no nett charge on SO2. It is, however, a polar molecule, due to being bent (similar to water).

Are SO2 and CO2 isoelectronic?

No, SO2 and CO2 are not isoelectronic. Isoelectronic species have the same number of electrons, but SO2 has 18 electrons (6 from sulfur and 6 from each oxygen) while CO2 has 16 electrons (4 from carbon and 6 from each oxygen).
