If you have some table salt, you can dissolve it in water and use electrolysis to create chlorine, hydrogen and sodium hydroxide. (2 H2O + 2 NaCL = H2 + Cl2 + NaOH) But you cannot use anything found in an ordinary high school science lab to turn the chlorine atoms into any of the 16 elements that come before it on the Periodic Table.
