Sinks are only effective on a limited time scale. Every forest stops growing one day. It may be destroyed by storms or bark beetle or forest fire, or it may grow old and decay, thus becoming a source.

Depends on what you are trying to conserve the forest for. The most biodiverse terrestrial areas are tropical forests, and the human populations these forests support are included as part of the biodiversity. Since tropical forests support such a large population of people and they all use it for resource extraction (food, fuel, income, etc.), local people are one of the largest problems; however, illegal activities are a consequence of poor land ownership and corruption. Local communities are not taken into account in decision making, and loggers move through areas unchallenged as a result. Assigning property rights to local people using the forests as they have done for centuries is the basis of sustainable resource use; this allows them to take responsibility for their land, and resource use becomes accountable and revenues gained. Enabling wealth distribution among resource users for the provision of forest maintenance forms the basis of a good forest conservation strategy.
