One reason has to do with tectonic movement and the shifting of plates. It causes stress underground which releases in the form of earthquakes. The rises in pressure are results of the weight from the rocks and earth as it shifts. Aquifers can be another reason for pressure build up, which are composed of either water, oil, or gas.
