The most northern portion of Minnesota is an area called the "Northwest Angle" in the county of Lake of the Woods. In fact, it is the most northern point of the lower 48 States in the United States. It is only accessible from the U.S. by air or water. To reach it by land you'll need to first enter Canada.

It is located 49.384358°N 95.153314°W.

Duluth gets the most snow of any decent sized city, at about 80" annually. This part of MN tends to get more snow because they are able to tap into some of the moisture off the lake under favorable wind directions, and the snow season lasts even longer than it does to the south.
