when it is the afternoon, the sun will be at it's very peak and the sun's rays will be in a certain area, so it would be hotter. when it is setting/rising, the sun will be at an angle and the rays will be spread out and not as effective, thus the heat will spread and not warm a certain area. (take a flashlight and shine it on a table from the top. see how the rays are directed to a certain area? then try it at angles, see how it's spread out?) hope this helped!
