The term plastic limit speaks to the characteristics of (fine grained) soil and how it behaves with different moisture content. Let's keep it simple. If the soil is nearly saturated, it will be "very" plastic and will act like play dough. If it's dry, it crumbles. There are no plastic characteristics. Different soils (different clay, sand or whatever in their content) act a bit differently with the same moistue content. Some will still be more plastic than others with a given moisture content. That's where the lab comes in. A given soil sample will have to be experimented on to determine its plastic limit.
