My opinion is that Cerma Stm 3 is the best fuel additive. I use it on my pickup and I went from 17 to 20 mpg's. After you add it to the fuel you'll need to change your fuel filter because it does a really good job cleaning the gunk out. The website explains it in better detail than I can. To list which additive is the best for E10 gasoline would be doing an injustice to the sheer number of additives there are out there on the market. Most of them are completely useless in E10 because the majority of them contain alcohol or an extremely strong solvent. Instead, to prevent damage from E10 it is important to follow simple precautions such as replacing the fuel often, testing for correct ethanol % upon purchase and installing a decent sized (10 micron or better) water separating filter. However, if all else fails, I'd recommend using an additive such as Eth-Guard to greatly decrease the damage caused by e10 fuels. Disodium phosphate is used mainly as a food additive to stabilize food. Used as a food additive it is said not to have any harmful effects.

If it is speed you are looking, for the best chemical additive would be nitrous oxide, or a NOS system. As far as maintenance additives, I would recommend STP® Complete Fuel System Cleaner.

One of the best diesel injector cleaners available is Fleetguard's Asphaltene Conditioner. The cleaner is a premium fuel additive and is made by Cummins.
Save your money and put it towards repairing the reason it won't pass. There is no "magic potion".
By adding a fuel additive in the gas tank you are going to get better gas mileage. It cleans all the injectors and all the fuel lines and the rest of the system.
