pH depends on quantity (concentration) and quality (strong or weak) of the compound.

In 0.10M (0.10 mol/L) solution of hydroxide (strong base) pH=13. At lower concentration it will be lower.

We cannot tell you the pH without knowing the concentration.

Sodium hydroxide is a strong base, so the pOH will be the same as the negative log of the molar concentration of sodium hydroxide. Since the pH is 14 - pOH, you can calculate the pH by subtracting the log of the sodium hydroxide concentration (in molar units) from 14. A 1 M solution of sodium hydroxide will have a pH of 14; a 0.1 M solution will have a pH of 13, and so on. This breaks down at very high concentrations; above 1 M the pH doesn't change much.
