Hurricane (tropical cyclone) detection is usually handled by satellite imaging. We can sometimes make some pretty good guesses as to where a tropical cyclone will form based on weather information gathered by passing ships, but it is usually the image from space that actually alerts us to the presence of these large atmospheric disturbances. We can see them when they're forming. There are some NOAA radio bouys in service, but we don't have an unlimited number of them. (It's a big ocean.) With a weather bird over the water so frequently, we can look at pictures of cloud formations with little delay between passes. A cyclone can't sneak up on us.
