A hygrometer measures the amount of humidity, or moisture, in the air. The result is expressed as a percentage, for example, a dry climate (like Adelaide, South Australia) might have a humidity of around 35%.
The aim of an hygrometer measurement is to determine the percentage of water in the air, compared to fully saturated air - i.e. 100% saturation. So the measurement is expressed as a percentage figure. A different measurement of the same property is to measure the 'dew point' in that environment. This method is used where the moisture content is very low.
