The floods happened in 2007 over a large period of time. It flooded a large area of land. There had been heavy rain a small period of time before. It was especially bad as the water water discutingly dirty.

Water is way too heavy to put in tires, plus in the winter it will settle and freeze so your tires will be off balance. Also about the winter part, if you completely filled your tires with water and let the water freeze, the tires would explode, since water expands when it freezes.

It's probably your tires. maybe they automatically slow down when they go over water so u don't slip. it could also be your engine. I still say it is resistence. EDIT: Tires lose friction when driving over water and can hydroplane and slide.
There are several causes for hydroplaning. 1. Driving to fast in the rain. 2. Water to deep on roadway. 3. Tires to worn out to drive on. ( no tread wear left ) 4. Driving right after a long drought and the water brings the oil to the surface of the road causing the road to be slick. 5. Turning your steering wheel to fast to make a turn in the rain. 6. Improper air pressure in tires. 7. Wrong type of tires on car or truck.
Water reduces the connection your tires make with the road which heightens the risk of skidding or 'aquaplaning', plus you risk damages your car's engine. Deeper water can have a strong enough current to sweep your car away.
