Garden sprinklers use water very inefficiently and so they are quite wasteful. During hot, dry weather we must conserve water to use for more important things than keeping our lawns and gardens pretty.
Watering via sprinkler on hot days sees most of the water evaporate and not actually be used by the plants in question. IN some countries where water is a premium resource watering of any plants is undertaken by "direct supply". This means water is piped to root areas of plants and therefore reduces substantially the water vaporization.
A hose pipe/sprinkler ban is imposed to conserve the diminishing drinking water levels stored in reservoirs during a drought. Once the rainy weather returns the ban would be lifted as the reservoirs are filling up again.
A ban on sprinklers and hose pipes usually occurs when a long period of dry weather causes a lowering of the water stored in reservoirs and ground water reaches a critical level.
Because - it's more important to supply water to the public - than water plants ! Grass can always re-grow !

This is since there are still cfc molecules in the earth's stratosphere which will remain there for a very long time (considering the amount of cfc's used in aerosols and old refigerators).
At present, drilling for oil is prohibited until 2048. See Wikipedia link. Second, there has been some drilling in the 1970's offshore in the Ross Sea, but only traces of gas were found. It will be hard to justify spending money to explore for oil, as the cost of drilling and producing is very high. So the ban on exploration may continue after 2048. See second link.

You ban the use of hosepipes in a drought because we want to save water an hosepipes just use up a lot of the water and if there was no water left we would die from thirst.
Stop deforestation, stop taking up wild land for building new cities, and work towards the efforts to ban poaching of chinchillas for their fur.
