Because of the natural processes going on. There is water in the oceans and this gets evaporated by the heat of the Sun. Some of the evaporated water might strike a cooler part of the atmosphere and so condense into very small droplets, which we see as a rain cloud or fog.

The warming of the air causes it to rise, so the colder air falls and the resulting turbulence causes winds. These winds will move the clouds. If the clouds condense even more the droplets within them fall as rain. But if they fall thgrough a very cold layer they will become snow or hail.

All this is called 'weather'.
