The reason behind leh recieving less rainfall because

1.It lies at the starting point of the himalayas . The himalayas act as a barrier and biforcate the rainfall into two different directions or halves. One part of the monsoons give ranfall to areas above tibet and the other part gives rainfall to India(GANGETIC PLAIN AREA)

2.Leh experiences a continental type of climate i.e it is land locked :)
