Yes, Snoqualmie pass will close at times during the winter. I believe it only happens during pretty bad storms, and then parts of it will close when they are doing a lot of snow removal after the storms, or in association with avalanche control. I don't think any other parts of the road will be closed. It seems like Cle Elum is about as far east as the closures get - east of there storms just don't get that bad.

Assuming you mean the United States, it will be a very different winter than last because the teleconnections that govern the redistribution of atmospheric mass will generally be in very different phases this year. So basically, we won't have nearly as many of those strong storms as we did last year, and cold air won't always be around for storms when they do come. Snow should be near or a little below normal in much of the east, although New England might do a little better. But as always, it's very difficult to predict the weather months in advance.
