Well it's a long answer and complicated process.

1. Pak government should stop wasting resources in terror and military activities mostly aimed against India. By economically aligning to India Pakistan can gain a lot. Pakistan warfare efforts drains its resources.

2. Stop persecution of minority and marginalization of women. A great part of workforce and entrepreneurs are lost due to the religious extremism and backward social customs.

3. Improve labor standards and wage laws. Labor in pakistan is treated badly and even work like slave workers in the unorganised sector.

4. Lack of support from small scale industries, is another reason pakistan economy is bad. Government should provide subsidy, microfinance and tax incentives for these small business to grow.

5. Institutional and overall system fixing. Pakistan has a lot corruption and problem of nepotism. Also weak laws allow the siphoning of black economy into foreign banks and tax heavens. All these tax evasion loops need to be fixed as soon as possible.

6. Strict laws against those involved in business frauds and other malpractices. Better business laws and business environment will allow foreign direct investment.

Just mentioned few points, Pakistan has to fix a lot of issues, regarding society, culture, politics and administration if they want their country to improve economically.
